Not exactly. They use it to spy on Muslims students (said so on the news) and used to spy on those who claim they committed a crime (on news).

SOPA has to do with copyright, not privacy.

The CIA was created to handle foreign stuff. The FBI is the exact same as it, except it handles domestic stuff. If it's in the USA, it's not the CIA's business.

That article specifies that the CIA stuck its nose where it didn't belong, which is in New Jersey. That's the FBI's job. So the CIA shouldn't care and even if they did find incriminating evidence, they're powerless to do anything because it's not in their jurisdiction.
