i think Mr freeze would best them, he was arny, the joker was jack nickolson, and basically they both had gangs, but mr freeze always had his freezing gun.

Actually, only reason he's trouble is cause Batman refuses to kill him despite the millions of opportunites he's had. On the other hand, Bane can destroy the Joker or Batman
