I'd say there is value in imposing your will on others when the victims's evils have practical implications towards others. Some things we can have certainty of, and transgressors tend to have a degree of ignorance which needs to be uprooted; otherwise there will always be an unbearable schism in society. They may not have changed at heart, we can't really ascertain such a thing,but on a practical scale they would accomodate to society in general.
