It really depends on where you look. Alexander held superior strategy in my opinion, But the Khans (Not just chengiz) had the tech advantage.

Horse archer has been around for centuries, but the Mongol bow was unique

Alexander's forces had the superior phalanx formation and the first effective siege engines

I'd say Alexander had more of an advantage over his enemies (minus his campaign in India which we won't get into) than Chengiz
