WRONG!

in the first anime, Envy is a male. his true form is, but it is unknown whether the form he takes is male or genderless.

in the manga/brotherhood, envy is genderless, but it is unknown (the same) if the smexy green haired skort form he takes is male or genderless. he can shapeshift into guys or girls. he is always referred to as "he" though
