Okay, here goes.

You see the colored bar under everyone's avatar? Nearly everyone's is green. When someone breaks the rules, you have to power to give them warns. 7 warns and the person is banned. The first time they break a rule (if it's minor) you give them a verbal warning. You write it under the coments box in their profile. If they mass-spam, pornbomb, or something huge, you ban the instantly by clicking "ban this user" at the bottom of their profile. You change the warn level by going to their profile and clicking on the colored bar.
