once juggernaut moves in a specific direction, no force on earth can stop or disrupt his momentum ... so there is no way he's going to able to throw juggernaut anywhere once he's in motion ... unless he catches him off guard when he's standing still or something ...
juggernaut takes it ... he can't be physically harmed anyway, which is all hulk can do to him

I really depends on the environment I mean Juggernaut has to stop sometime to catch his breath right? 
But then again he could hurt Hulk fairly bad because he is unstoppable, but then again he could drown because he is so heavy, on the other hand Hulk can swim so...
